Newborn Checklist for Immigrant Parents in the US: SSN, Passport, 旅行证

In short: At the hospital, put the baby's legal name on the birth registration form and say yes to the Social Security number there. In the first weeks, order 2 to 3 certified copies of the birth certificate. Add the baby to your health plan right away: an employer plan must give you at least 30 days, a Marketplace plan 60 days. Then apply for the baby's US passport in person on Form DS-11, ideally with both parents. If you plan to visit China, the parents' status at the birth decides the next step: a Chinese Travel Document (旅行证) if a Chinese-citizen parent was on a visa, or a China visa if a Chinese parent already had a green card.

A baby born in the US comes with a stack of paperwork, and for immigrant families there is an extra layer: visas, a parent's green card status, and grandparents who want to visit or be visited. Most of the tasks depend on each other. You need the birth certificate for the passport, the passport for a China visa, and the SSN for tax credits and a 529 account. Doing them in the right order saves weeks.

This guide walks through that order, following the timeline in our free US Newborn Checklist. Enter your due date (or birth date), state, both parents' status and whether you plan to visit China, and it builds a dated to-do list with the official source for each rule.

The timeline at a glance

Days count from the birth (or the due date, if the baby has not arrived yet). Rows marked "deadline" are real legal or plan deadlines; the rest are suggested timing.

Before the birth

Leave. FMLA gives up to 12 weeks of unpaid, job-protected leave if you have worked for the employer for 12 months and 1,250 hours, and the employer has 50 or more employees within 75 miles. Bonding leave must be used within 12 months of the birth. Several states (including California, New York, New Jersey, Washington, Massachusetts and, from 2026, Minnesota and Delaware) also run paid family leave programs; the checklist shows yours. Ask HR about the company's own parental leave too.

Pediatrician. The hospital will ask who the baby's doctor is. Pick one your plan covers and who takes newborns.

Car seat. You will drive the baby home from the hospital, and every state has a child-restraint law. NHTSA says infants ride rear-facing in the back seat, and notes that nearly half of car seats are installed incorrectly, so follow both manuals or get a free seat check.

Grandparents. If your parents are coming from China to help, B-2 visa appointments, EVUS, an invitation letter and visitor insurance all take time. Start about four months ahead; our guide to the B-2 visa for parents from China covers each step.

At the hospital: birth registration and the SSN

The hospital gives you a birth registration worksheet. The name you write becomes the legal name on the birth certificate, so check the spelling carefully.

On the same form, say yes to a Social Security number. This is called Enumeration at Birth, and it is the easiest way to get one. SSA says the parents' immigration status does not matter, and you can still apply if you don't know both parents' SSNs. A child born in the US is a US citizen and gets a birth certificate, passport and SSN like any other US child, whether the parents are on H-1B, F-1 or green cards.

One thing to watch: executive orders in 2025 and 2026 tried to deny citizenship to US-born children of parents on temporary visas. News reports say the Supreme Court struck down the 2025 order on June 30, 2026, and a narrower 2026 order is being challenged in court. We could not confirm this on an official page, so check for updates if it applies to you.

The day after the birth, tell your insurer. Hospital and pediatric bills start on day 0, and with an employer plan you can start adding the baby before the SSN arrives. If the mother is on Medicaid, the baby is automatically covered; report the birth to Medicaid.

The first two weeks: pediatrician and birth certificate

AAP's Bright Futures schedule says newborns should be seen within 3 to 5 days of birth and within 48 to 72 hours after leaving the hospital, then at about 1, 2, 4, 6, 9, 12, 15, 18, 24 and 30 months. For vaccines and anything medical, follow your pediatrician.

The birth is registered with your state's vital records office (some counties issue copies too). Order 2 to 3 certified copies. The passport application keeps one, and you will need others for an SS-5 if the SSN was missed, the 旅行证 and daycare. SSA and the passport office do not accept photocopies or notarized copies. When copies become available and what they cost depend on the state; CDC's "Where to Write for Vital Records" page links each state's office.

Health insurance: the 30-day and 60-day windows

This is the deadline people miss most, because the first month is a blur.

  • Employer plan: birth is a HIPAA special-enrollment event. A group health plan must give you at least 30 days after the birth to enroll the baby, and coverage starts on the date of birth. Your plan may allow longer, but don't count on it. If you miss the window you may have to wait for open enrollment.
  • Marketplace plan: having a baby opens a 60-day Special Enrollment Period on HealthCare.gov or your state exchange, and coverage can start on the day of birth.
  • Medicaid or CHIP: if the mother is on Medicaid (or CHIP pregnancy coverage) at delivery, the baby is automatically eligible until age 1, with no separate application. Report the birth so the baby gets an ID.
  • Student and other plans have their own rules; ask the plan right away.

The birth also counts as a change in status for cafeteria-plan elections, so you can change a dependent care FSA or health FSA mid-year. Employers usually want the change within 30 days. For 2026 the dependent care FSA limit is $7,500 per household ($3,750 if married filing separately), up from $5,000, and the health FSA limit is $3,400. While you are in the benefits portal, add the baby as a beneficiary on life insurance and retirement accounts, and rerun the IRS Tax Withholding Estimator for a new W-4.

Within a month: the Social Security card

SSA says processing averages 2 weeks (1 to 6 weeks depending on the state), plus up to 2 weeks for mail. If nothing has arrived after about 4 weeks, contact your local SSA office or call 1-800-772-1213. If you did not request the SSN at the hospital, file Form SS-5: start online and finish at an SSA office, with the certified birth certificate and a separate identity document such as the baby's US passport.

The baby's US passport (DS-11)

Children under 16 apply in person with Form DS-11 at a passport acceptance facility, and the baby must be there. Both parents should come. If one cannot, that parent signs Form DS-3053 in front of a notary, and it must be submitted within 90 days along with a copy of their ID.

Bring the certified US birth certificate, both parents' IDs and one 2 × 2 inch photo. An infant can lie on a plain white sheet, with no one else in the frame. You can check the photo for free in Passport Photo Checker, and our passport photo guide explains common rejections.

Item (as of October 2026)Fee
Passport book$100 + $35 acceptance fee
Passport card only$15 + $35

A child's passport is valid for 5 years. Routine processing is 4 to 6 weeks and expedited 2 to 3 weeks, plus mailing time. If a China trip is planned, apply as soon as you have the birth certificate.

Visiting China: 旅行证 or visa?

China does not recognize dual nationality, and the answer turns on the parents' status when the baby was born, not today.

  • 旅行证 (Chinese Travel Document): if one or both parents are Chinese citizens and no Chinese-citizen parent had a green card or other permanent residence at the birth, the baby is a Chinese national under PRC law and goes to China on a 旅行证, not a visa. This is the usual case for parents on H-1B, F-1 or similar visas.
  • China visa: if a Chinese-citizen parent already had a green card at the birth, or neither parent is a Chinese citizen, the baby is not a Chinese national (PRC Nationality Law art. 5). The baby travels as a US citizen with a China visa in the US passport.

Applying for a 旅行证: a parent applies in the 中国领事 (China Consular) app to the consulate covering where you live. Children under 16 have a video interview with a parent. Mail the paper documents (birth certificate copy, parents' Chinese passports, photos) only after the app shows 复审中 (under second review). The New York consulate lists $18 plus $5 for return mail. The photo is 33 × 48 mm on a white background, the same spec as a Chinese passport, and New York asks for 3 printed copies that match the uploaded photo. The official pages we checked do not state the 旅行证's validity or other consulates' fees.

Applying for a visa: get the US passport first. Since September 30, 2025, the embassy and consulates use the online visa system: create an account, fill in the form and upload images, pass the online review, then hand in the passport. The US is not on China's 30-day visa-free list, though it is on the 240-hour transit list, which needs an onward ticket to a third country. Our China visa guide for US citizens covers documents, fees and the transit rules in detail, and the China Travel Docs Checklist builds the document list for your case.

Because a 旅行证 or visa can only start once you have the birth certificate (and for a visa, the passport), a trip to China in the baby's first two or three months is tight. Count back from the flight date before you book.

Taxes and savings

A baby born any time in the year counts for that whole tax year. For 2026 the Child Tax Credit is up to $2,200 per child, with up to $1,700 refundable for families with at least $2,500 of earned income, and the full credit applies up to $200,000 of income ($400,000 married filing jointly). The SSN rule matters for immigrant families: the child, you, and your spouse if filing jointly need an SSN valid for employment, issued by the return due date (including extensions). A parent with only an ITIN can block the credit, and a child with only an ITIN gets the $500 Credit for Other Dependents instead. Paying for daycare? The 2026 Child and Dependent Care Credit is 20% to 50% of up to $3,000 of expenses for one child.

US-citizen children born from January 1, 2025 through December 31, 2028 who have an SSN can get a one-time $1,000 Treasury deposit into a Trump Account, elected with IRS Form 4547; the rules come from proposed regulations and may change. Every state and DC sponsors at least one 529 college savings plan, and you need the baby's SSN to name them as beneficiary.

FAQ

Can my baby get an SSN if we are on H-1B, F-1 or other visas?

Yes. Request it on the hospital birth registration form (Enumeration at Birth). SSA says parents' immigration status does not matter, and you can still apply if you don't know both parents' SSNs. The card usually arrives in 1 to 6 weeks plus mailing time.

How long do I have to add a newborn to health insurance?

An employer group plan must give you at least 30 days after the birth (HIPAA special enrollment), and coverage starts on the date of birth. A HealthCare.gov or state Marketplace plan gives a 60-day Special Enrollment Period. If the mother is on Medicaid at delivery, the baby is automatically eligible until age 1.

Do both parents need to be there for the baby's passport?

Both parents should come with the baby to apply in person on Form DS-11. If one parent cannot, that parent signs Form DS-3053 in front of a notary, and it must be submitted within 90 days with a copy of their ID.

Does my US-born baby need a 旅行证 or a China visa?

It depends on the parents' status at the birth. If at least one parent is a Chinese citizen and no Chinese-citizen parent had a US green card or other permanent residence when the baby was born, the baby is a Chinese national under PRC law and travels on a 旅行证. If a Chinese parent had a green card at the birth, or neither parent is a Chinese citizen, the baby needs a China visa in a US passport.

Can I claim the Child Tax Credit for a baby born in December?

Yes. A baby born any time in the year counts for that whole tax year. For 2026 the credit is up to $2,200 per child, but the child, you, and your spouse if filing jointly need an SSN valid for employment, issued by the return due date.
